On a 250V and above is a ground bushing required on a reducing washers in a 1? knock out I am reducing to ? so 1? to ? ? Please state the NEC where I can reference to it

If all the concentrics have been removed and if you clean any paint off as required by 250.12 you are not NEC required to use a bonding bushing.

UL lists reducing washers as suitable for grounding.

That said, I would at least pull a green in with the circuit and if that could not happen I would install a bonding bushing ........ but that is just a personal choice.

This is the part of the equation that I see most guys are either unaware of, or just do not perform as part of the installation.
