Ground checks for extension cords and fixed motors.

I work at a power plant that is governed by OSHA. We currently check our extension cords and power tools continuity yearly. They are imposing to change that to every 3 months. Is there a reference that tells you actually how often this needs to be done? Also they are implementing a motor equipment grounding conductor resistance check. Every motor in the plant will be checked yearly. Is this a normal for the industry and is there a article or reference that covers how often this needs to be done?
