ground clamps being accessible

Looking for a little interpretation; 250.68(A) exception no. 1, I have come accross alot of electrode ground clamps that are buried and in need of digging up, to inspect proper termination of conductor to electrode. Is the reference above the scape goat to bury the termination?

Your reference is the one to see just for this reason.
Why you think it is a scapegoat, I am not sure. Why would you want the concrete encased or buried electrode connection to be visible?

Developing trust between the inspector and the installer/EC is an important factor in the relationship.
 
We always leave the dirt pulled away from the ground clamps on the ground rods so it's visible for inspection. After that I would guess that they're buried forever.
