An instrument connected to an ungrounded electrical system which indicates a line-to-ground fault occurrence and the respective line.

And, depending on the situation, may either simply indicate or may be connected to take action such as killing power to the circuit.
Unlike a GFCI or GFI which by definition interrupt a circuit when activated.
