Does a 480 volt 4,000 amp service that employs a high impedance grounded neutral still required Ground-fault protection?

I think not. Right up front, that article says it applies to solidly grounded wye systems.

With the high impedance you would never achieve the currents high enough to trip the standard GFP relay 100-1200 Amps. In addition the typical use of a high impedance system is to minimize outages from ground faults.
