Can a GFCI breaker be used to protect heat tape as opposed to an EPD breaker. Cost is the issue. It seems the code requires EPD but it is typically allowed to protect above the requirements of the NEC.

You can but you run the risk of nuisance trips. I guess low volume of sales drives the high cost of 30ma breakers.
