Ground fault protection required at main service?

208Y/120V main service panel, wye connection, 4Wires +Ground, 1600A main breaker.

NEC 230-95 requires ground fault protection for solidly grounded wye electric service of more than 150V to ground.

The voltage to ground for above panel is 120V, so above rule won't apply?

But I notice that you use the - in your code referance, that was last used in 1999 code issue, for 2002 and later it should be a dot.
Like 230.95
