Ground Fault Protection Required?

Recently a 3-phase delta connected power factor correction capacitor was added to an existing 4-wire SES which had no main breaker. The breaker added to the switchboard for the PFC capacitor was 1000A. The inspector claims that GF protection is required on the breaker. Is this true since the feeder is a 3-phase, 3-wire delta connected load?

He may be confusing 230.95 which requires GFI protection for service disconnect rating of 1000 amps or greater and voltage rating in excess of
150 volts to ground.
Edit correct voltage level

Actually, 230.95 requires GFPE for "solidly grounded wye electrical services of more than 150 volts to ground but not exceeding 600 volts phase-to-phase for each service disconnect rated 1000 amperes or more." This would typicaly be a 480Y/277 volt system.

The important point is the "150 volts to ground".

230.95 does not care how many wires are used by the load nor provided by the supply, it only cares about the voltage to ground. In my area it is all but impossible to get a POCO to supply an ungrounded service.

When a 3 phase 480 VAC delta power factor correction capacitor bank with an internal equipment breaker over 1,200 amp is installed and where the line side is directly connected from the transformer which has no breaker, is the breaker to the cap equipment considered a "service disconnect" and/or "service entrance". Also if it is a service disconnect does it require GF protection? No neutral is installed in the cap bank.

Why is that?

Do you end up with a y-delta xfmr in an industrial facility where ungrounded power is almost a necessity?
