Are the pump inside pump station (water treatment plant) required ground fault protection?
If the pump is located under water, I assume it needs GFP protection?

Do you mean besides the protection offered by the OCPD in the event of a direct short to ground? Does anyone even make a GFP device for circuits carrying that much power?

Yes, I meant GFP breakers
 
No. You can add equipment GFP if you want to, but it's not a code requirement.

The requirement for GFCI (which by the way is not the same as GFP) for equipment in or near water is to protect PEOPLE who may be coming in contact with the water. An industrial water treatment plant or pump station is not that kind of application.
