Ground Fault Simulator

I am currently getting a temperature controller with built-in GFEPD tested by Intertek to the UL 1053 Standard, I am trying to locate a Ground Fault Simulator that they can use to simulate ground leakage current at 85%, 115%, 150% and 250% at the rated Trip Setpoint of 30 mA. This is required to certify that our equipment is capable of tripping the circuit as designed. I am having difficulty locating a piece of equipment that I can buy or rent to facilitate the testing.

Does anyone know of such a piece of equipment?

If the controller is already tested, do you still need to test again?

(Your engineer should be able to run down an appropriate test device; or hire a company that does breaker testing, they'll have the equipment and training.)
