ground in same raceway

Where in the code does it specifically say that a ground has to be in the same raceway as the other conductors? In this case a third party inspector has called out a 50 amp sub panel that is not isolated ( Just three conductors ) Romex. # 6 thhn and he says that a single bare # 6 ground could be ran over to be able to isolate the panel.

As a "general rule" it's accurate. Most every graphic we use has some exceptions.
