Ground is tied to Line Voltagae

Howdy - is it a problem that ground and line are tied together?

I put a meter on the service line (before breaker) and placed the other probe on ground and the meter read 118VAC?

Checked a few receptacles and saw the same? Many thanks for suggestions on how to trouble shoot this one.

A indication of 118vac of potential between the service ungrounded conductor and ground does not mean they "tied" together.

If they were "tied" together, you would get zero volts, among other things...
