I'm maintenance man in the building. It never fails when contractors come, they do short cuts to save time.
We had old ground path lights. They de installed them and install new path ballard lights. The problem I have that new location of the lights are different and old splices are buried under ground without any water tight connectors.
1 or 2 years down the road I have to look for multiple boxes in the ground. As my understanding new PVC pipe should of been installed between those lights or UF and only splices should be inside of them lights.
Am I too picky on this matter? Should this be a code violation in NEC?
 
Picky ? No I think you are right about your concerns. UF cable or PVC conduit would have

both been acceptable between your bollard lights. Underground splices with listed direct burial

splice kits is OK to splice UF when not located at the bollard.

Not underground splices, buried boxes with no connectors just holes(which means water in the box and corroded splices in the near future)

Well you know that is a no no. You need to get with whom ever pays the bills and let them know the job was shoddy, dangerous and non-code compliant.
