should a ground loop ever be broken and if yes how do you splice back togather ( cad weld only?)

Your question is too vague to answer. There are good loops like a grid, and bad ones that multi-ground the grounded conductor. While others cannot be broken like fixed equipment will have an EGC plus incidental grounds from interconnected equipment and contact with cement and building steel.
