I have seen ground mats used in high voltage switchyard to create an equipotential zone while opening a manually operated disconnect (air break) switch. It reduces the touch potential to practically zero.
I seen some mv lineups that have it in the form of metal floors, but I have also seen mv lineups with the basic concrete floor also. I have seen no requirement for it, but it does make sense from a safety point of view when operating or racking in/out circuit breakers to be in the equipotential zone (bird-on-a-wire) when switching.
disregard what I posted, i was thinking rubber mats for the floor. Sorry -shouldnt have been posting late at night :/
The wording of the OP was confusing. Rubber mats are used front of switchegar, grounding mats would be under and all around not just front.
