ground pigtail

I have this inspection and get a fail. Outside fluorescent light under the roof conected using emt pipe and compression conectors. before the light is a 2x4 WP box where the photocell is isntalled. # 12 green wire run to the light but no pigtail in the box. I have this report:
Outside light photocell junction box is not bonded. I replay to the inspector that no right. The box still bonded thru the pipe. Any sugestion?
 
If I understand the installation correctly, the inspector is correct based on 250.148.
If you feed devices in the box or have conductors spliced in the box the associated equipment grounding conductors must be connected to the box also.
 
What if you're using the conduit as the EGC and the device (photocell) doesn't have a ground wire? I don't think I've ever seen one that does......just line, load and neutral conductors.

What is that green wire connected to in the OP's case if there is only a raceway EGC?
As for your question, I would say that if there are no wire EGCs inside the box, then at most you would use a bonding bushing to insure continuity between the raceway EGC and the box. As you note, there is no place else to "pigtail" the ground to.
