Ground requirements with the new emergency disconnect

A question for the grounding with the new emergency disconnect to be installed outside. I’ve opened a few of these disconnects and I’ve seen only 1 ground and it’s going to the ground rods but I don’t see a ground going inside to the water pipe. So are you allowed to take the water ground to the main panel? Unfortunately I couldn’t go inside the house. I work in fiber now I haven’t done an upgrade since this new emergency disconnect requirement. Thanks

What did the label on the disconnect say? If it's Emergency Disconnect, Not Service Equipment the GEC for the water pipe electrode can land in the interior panel.
