Hope you are well. I am a big fan of Mike .

Please I need some help in a project I am enclosing the video surveillance spec-

Ground Resistance Measurement: Each signal ground system D.C. resistance

shall be measured between any point on the signal ground bus and the earth

ground. An instrument designed specifically to measure the resistance of a point

to each earth ground shall be used. The systems subcontractor shall measure

ground resistance in accordance with the procedure as outlined by the test

equipment manufacturer. Instrument shall be Biddle earth resistance test

instrument, or approved equal

Please let me know how to perform this test.

What is a "signal ground system" ?
Why do you need to know "any point on the signal ground bus and the earth ground"?
By "earth ground" do you mean?
a) Planet Earth
b) Grounding Electrode Conductor (GEC) system

the lower case word 'ground' has many different meanings.

I would think the the the signal circuit common bus would have low resistance to it's primary power Equipment Grounding Conductor (EGC) circuit.

It sounds like they want a three point fall of potential ground test.

BTW, this also sounds like an old spec, JG Biddle was bought by AEMC years ago.
