Ground ring around a pool

Was at a friends house today who has a pool that's above ground. (Well like a few feet of it is below grade). When he had it wired he told me that the inspector made him take a bare number 8 wire off the pool motor's lug and run it underground around the pool (within two feet of the walls of the pool) and back around back to the same lug.

Is there something in the code that insists on this? If so where is it in the code? Do you believe my friend MAYBE misunderstood this request?

The inspector may have been correct in requiring a bonding grid depending on the design depth of the pool water. See Art 680
