Ground Ring for existing structure

I'm working a project that they want to build a modular building (similar to trailer type) on an existing concrete pad. The building is raised 3ft of the pad and is much smaller than the pad. We are providing a lightning system to this building. My question is, do I need to provide a ground ring around the pad even though the pad is much smaller than the building? For some reason, I thought if it was an existing structure then the ground ring is not required. If it was required, any preferred method on how to install it? Is there any special requirement for the grounding system?

A ground ring is never required except by design. I think you are talking about a cee - concrete encased electrode. Yes??
