Ground ring for pool?

I have a pool that I'm wiring and the builder who used to be an electrician said he thought it would need a ground ring because it will not have poured concrete around it and will only have pavers installed. I have 4 tails of 8 solid at the corners of the pool that comes off of the pool rebar. All my bonding inspections have passed but he says he is sure I need one. I can't find anything in the code that says I need one only that I need the 4 points hit. Any suggestions?
 
You need a perimeter bond ring that meets 680.26(B)(2).
Okay so I've got the four #8 tails coming off of the pool rebar, so now I must connect the ground ring to all four tails? I see it also says the connections must be "listed". Will split bolts due? I see in 250.8 it says pressure connections are an approved method of bonding.

If they are DB rated they will.
