Ground Ring Grounding Electrode Conductor

According to Article 250.66(C), the Grounding Electrode Conductor (GEC) does not have to be larger than the conductor used to make the grounding ring. In the 2002 NEC Handbook, the picture, Exhibit 250.29 shows that the GEC or bonding conductor that is connected to the Ground Ring has to be "Not less than the Ground Ring". Where in the code does it say the bonding conductor or the GEC connected to the Grounding Ring cannot be less than the size of the Grounding Ring?

The minimum size required for the grounding electrode conductor to a ground ring is the size in Table 250.66 or the size of the ground ring conductor whichever is smaller. For services where the service entrance conductors are 3/0 or smaller the GEC to the ground ring is permitted to be smaller than the ground ring itself.
