In the 2002 NEC, 250.52(A)(4) there is no depth requirement for the ground ring. In the previous codes the minimum depth was 2.5'. This was changed by CMP 5's acceptance of 5-162a in the 2001 ROP. It appears to be an oversight as there is no information in the substantiation that involves this change. The depth requirement for plate electrodes is also missing in 250.52(A)(6). Are these just a mistakes or was there a reason for removing the depth requirement? Is the wording in 250.53(A) that says "Where practicable, rod, pipe, and plate electrodes shall be embedded below permanent moisture level.", intended to take the place of the depth requirement?

Hi Don. The way I view it is that 250.52 tells us what an electrode is, and 250.53 tells us how to install it. Particularly, 250.53(F).

For example: 250.52(5) tells us that a rod is not an electrode unless it is 8' long. Once you have identified your ground as meeting teh criteria as an electrode, you may proceed to 250.53(A),(B) and (G) and learn how to install it.
