Are there any listed in 250?
If you have qualifying building steel or concrete encased electrode you must use them - if you have those no rods or other "made electrodes" are required.

A water pipe electrode must be supplemented with another electrode - building steel or CEE would satisify this requirement, rods are the most cost efficient method in most cases if there is a supplemental electrode needed.

Otherwise there are rods and pipes that kind of go into one category together plates and ground rings as other alternatives, and also can be other underground metal structures or systems.

read through 250.52, it covers all permitted electrodes

250.50 tells us which ones must be used when present.
