If a Subpanel at in the shed do i need a ground rod? It is a seperate building. I think 250.32 requires it but others have told me that pulling a ground in with the feeders is enough.

added: also no neutral bond at the shed correct?

Following the '08 NEC you need a 4 wire to the shed. You need a main disco or have less than 6 throws to disconnect the structure. You also need the ground rod(s) per code and the neutral should not be bonded to the can. The GEC from the rod would land on the ground bar.
