Ground rod in basement

I am designing GE systems for some commercial buildings, and I was wondering how/where I should run a ground rod into the ground, because the basement walls are all sub-grade. Would it be practicle to core-drill into the foundation wall and have a horizontal ground rod? Or should I just have it drilled into the slab? Thanks!

Practical sure also a code violation, check out 250.53(G).

I would also be concerned with water infiltration when making holes in a foundation, that is a real issue in my area.
 
I suppose there are no other electrodes present?

Is it possible to run the GEC up through the floor above the basement, out the wall, and then vertically driven at grade?
 
I am also bonding to a new water service, but the system needs a ground rod. Drilling up into the first floor would be quite the task, because this is a prision housing unit. Might be more of a pain than anything else.
 
I drove a ground rod vertically in a residential crawl space once, after speaking with the AHJ. Another AHJ wouldn't allow a vertical driven ground rod inside through a commercial floor. I believe his comment was the rod would never get the moisture needed to be effective.

would you accept a 10' rod (assuming less than 2' of concrete, so 8 ft would be in contact with the soil)?

The section prohibits horizontal rods unless you encounter rocks.
 
On a semi-related note, I've driven ground rods into the floor (vertically) of dirt floor cellars when the building didn't really have any appealing places outdoors to drive a pair of rods.
