Ground Rod Installation In New York City

Anyone with Rod experience in New York City know where the best place to install a Rod in a house or building? New York City most homes and building and houses are surrounded by concrete sidewalks. If installed in a basement the dirt is most likely really dry. Where is the recommended location for the rods?
 
Depends on the house I'm sure. You should try San Francisco where half the houses are built on rock.

Of course, near the service is better than far away, all else being equal.

If the land originally had any kind of slope I would guess you want to be on the side that was once lower, since the fill to make it level probably has a better chance of accepting the rod.

First, before you think about rods, you might to peruse the list of acceptable electrodes in 250.52(A-1 thru 8) (ofc the city might have its own rules...) and see if already have one or more of those- you may not even need a rod or another type GE may be easier. Also see 250.53(A)(2) to determine if you need a supplemental electrode

Secondly, we had a thread just the other day that touched on installing rods in basements and the resistance of dry soil came up:

I have installed thousands of rods in New York City anywhere in the basement is fine I usually put it right underneath the panel never had a problem
