ground rod needed for 120 v circuit detached garage

Hi, Is a ground rod needed when I run an underground 120 v. GFI protected circuit to a detached garage? An inspector recently asked me to add one, which I did. (I ran UF 12-2 to a two pole switch (for a disconnect) inside the garage, then to outlets.) Thank you

Not required for multi wire branch circuit .
 
Only if you put a panel out there.

Nope. A panel is not necessary to trigger the ground requirement if you bring out more than one branch circuit.
It is true that if there is a panel, then the exception does not apply.

You cannot supply a separate structure with more than one circuit or feeder. For the discussion about a detached garage a MWBC is considered one circuit.
