Ground rod on generator

Just wired for a portable generator to supply power to a dwelling in case of power outage. I've got the "Osha" requirement that it must be connected to
a grounded electrode system, such as a ground rod, etc. Since the wiring is 4 wire, and carrying the ground connection back to the service panel, would not the existing ground rod for the house meet this requirement, rather than driving another ground rod at the generator, or is there another requirement in the NEC?

You said 4-wire so the neutral is not switched? If so then this is not a SDS and a connection to the GES is not required.
