Ground rod requirements.

I'm wanting to uprade to a 120/240V 400A 1PH Service.
Service Rack will be built at the back of the property, with a 200A D/C that feeds the home, 100' overhead.
New service will, obviously have ground rods as required. BUT, do I need a 4 wire feeder to the house and no ground rods at the house
OR, a three wire feeder to house with ground rods?
 
You will always need a grounding electrode system at the house.
If the service is remote from the house, you need a 4 wire feeder and the GEC will only connect to the EGC at the house.
