Ground rod testing

The NEC in 250.56 states that the ground rod, etc cannot have a resistence exceeding 25 ohms to ground. How do you test this? What do you use as a reference?

That is not what it says. What is says is that if the first is above 25 ohms, then you can install a second and call it a day. You don?t have to measure the second, to see if you have gone below 25 ohms.
