Ground Rod

Is there a code article that mentions how far the ground rod and ground wire can be from the panel. Can I put the ground Rod on one side of the house and run the wire throught the basement to the panel on the other side of the basement. Hope this is clear, or is clear as mud.

Here is what the Informational note to 250.4(A)(1) says;
Informational Note: An important consideration for limiting
the imposed voltage is the routing of bonding and
grounding electrode conductors so that they are not any
longer than necessary to complete the connection without
disturbing the permanent parts of the installation and so
that unnecessary bends and loops are avoided.

Keep in mind that informational notes are not enforceable. (See 90.5(C))

So long story short, the NEC does not limit the length of the Grounding Electrode Conductor from the service to the first grounding electrode.

It appears to me, from the limited information provided, that the 12' rule is a maximum distance between a pair of ground rods, not a maximum distance from the ground rod to the panel.

As per 250.53(A)(3) informational Note that would limit the rod's length to 6"!

Not maximum. Simply better than less. The rods each have a sphere of influence based on their length. Two rods work better if the two spheres don't intersect. They would work equally well 20' apart.
