Ground Rods On Ledge

A 30A 220 V panel has been installed in a shed 80 ft. from the house via a buried line in 2" conduit. The ledge is only 3' below the surface so an 8' ground rod won't cut it. I don't mind putting in multiple shorter rods but not sure how many and how close. And is there a requirement for parallel or serial connection ?
Right now there is a single 3' rod near the panel and an expectation that more will have to go in to make an inspector happy.
Question is, how many, how far apart, and how to be connected.

Check 250.53G. It allows you to bury the rod at least 30 inches deep if you encounter rock.
