My local jurisdiction is requiring 2 additional ground rods installed to outbuildings fed form an existing service. eg. a metal building is set on a property that already has a house on it. the house has its service and we run from a panel to feed the building with a 60 amp sub feed. wouldn't this be creating multiple grounding electrodes and in direct violation of the NEC?

This has been a requirement for many code cycles, read 250.32. There is nothing wrong with installing multiple electrodes however, they can not create parallel neutral paths or loops.

As Roger stated connecting the outbuilding to a GES is required by the NEC. I'm assuming that you ran a 4-wire feeder to the outbuilding?

to the grounding system I agree which we always do including attaching to building steel. along with this attachment they want 2 additional rods connected. Exhibit 250.18 and 250.19 actually cleared up the difference as far as when required thank you both for the help!
