ground run with service feeder

from pole with a meter and 200 amp disconnect a lateral line is run to the house with only 3 wires 2 hots and 1 neutral is this right. i always thought that a ground needed to be run with them.

If you have a NEC, take a look at section 250.32(B), which allows this with conditions. Its not recommended, can't be done in Washington State since 8/2003, and most certainly will go away with the 2008 NEC.

in other words is an equipment grounding conductor required to be run with this feeder.

Tom, that section will be rewritten to put the grounding conductor in the main rule but using and re-grounding the neutral conductor at the second building will still be permitted as an exception. This will make it clear that they want the grounding conductor used but, if the requirements of the exception can be met, just the neutral conductor may be used. :D
