Is it allowed to to have two crimp lugs under one ground screw? I have #10 stranded in a steel box, I would like to go to the ground screw then to the receptacle. I do not think it would work just removing a section of insulation on the wire and half wrapping it around the ground screw. So I thought about using two crimp connectors at the ground screw, one on the ground feed and one that jumpers to the receptacle. Or what do you like to do?

IMO two crimp connectors under a single bolt is fine. You could also splice the EGC with a tail to the box and one to the receptacle.

Remove the section of insulation, twist the bare section of wire counterclockwise, wrap the wire around the screw, tighten screw, make the connection good and snub but don't go all gorilla tight and you are good to go.

A #10 wire under a #10 screwhead won't seat properly.
A ground screw has a binder-style head, which has an undercut groove for the wire. It's not big enough for a #10 wire.

If the standard ground screw head is too small he might need a 10-32 with a bigger head.
