Ground support for standalone frame

Are there any standards or rules for the ground support of a unistrut frame constructed as a standalone frame for an outdoor meter and service panel?
A contractor has simply driven two lengths of unistrut into the ground as vertical support for bolted horizontal unistrut cross members to which is bolted the meter and panel. PVC stubs up into the bottom of the equipment. It seems strong to the touch.

I would think the wire to the ground rod would be bonded in the panel , which should suffice . Not to mention the strut driven in the ground would be a grounded source in it self , in a practical way . Personally , I wouldn't have used strut ,driven in the ground , due to rusting over time .
