Ground wire and rod inside parking lot - light pole base

I saw several details for parking lot light pole base, where they run #10 ground wire and tie to rod inside the pole base. Why do we need this ground wire and rod inside pole base? For lightning protection? If the circuit feeds this parking lot light has equipment ground wire, do we still need this ground wire and rod inside pole base?:cool:
 
Are you saying there is an equipment ground conductor and then a seperate ground wire tied to each ground rod at each pole base? Are all these connected together at each light pole?
 
Kind of, for example, we run 277V, 20A circuit to a light pole with 2#12, 1#12G, 3/4" conduit EMT. inside light pole base, there is #10 ground wire connects ground rod and pole ground lug). I assume this #10 and ground rod use for lightning protection, am I correct?
 
Here in OH we have to install a lightning ground per NFPA 780. This ground is a simple rod connected to the pole with #6 solid. The EGC that is with the circuit conductors is connected to the supplied grounding point, usually at the top of the assembly. The lightning gound is connected at the welded lug at the hand hole.
