for splices or the connection of luminaires or devices.

to me that means when you bring the cable into the box or pull the conductors into the box you need to trim them with at least six inches for the purpose of making a splice or connecting a lighting fixture or device. I think it is up in the air as to weather you then can trim them in the process of adding a two or three inch pigtail to them for the purpose of connecting a lighting fixture or a device. The idea is to leave a minimal amount of conductor when trimming out the outlet and spice boxes
 
You only need one EGC and as far as the 6" rule, this may be more applicable.

300.14 Length of Free Conductors at Outlets, Junctions,
and Switch Points. At least 150 mm (6 in.) of free
conductor, measured from the point in the box where it
emerges from its raceway or cable sheath, shall be left at each
outlet, junction, and switch point for splices or the connection
of luminaires or devices. Where the opening to an outlet, junction,
or switch point is less than 200 mm (8 in.) in any dimension,
each conductor shall be long enough to extend at least
75 mm (3 in.) outside the opening.

Exception: Conductors that are not spliced or terminated
at the outlet, junction, or switch point shall not be required
to comply with 300.14.
 
The section needs work...it tells me that I need to leave at least 6" to make the splice or termination, but doesn't tell me that I need to still have that 6" of length after that I make that splice or termination.
