Ground wire requirement.

Where in the code does it specify that we must have a ground wire between the disconnect and the panel and what determines this? Thank you!!!

NEC Article 250?

Can you be a little more specific.

I orginally asked.... Where does it address the requirement for a ground wire between the service disconnect (located on building) and the panel (located inside building) in the NEC?

And I was instructed to see 250.122.

Now I am being asked where it spells out what determines this requirement and why.

250.122 just spells out how to size the grounding conductor. You need to study all of Part VI in Article 250 (250.110 through 250.126). You know, I would also recommend that you purchase a copy of the 2008 Edition of the NFPA NEC Handbook. :)
