After reading article 250.119 it appears that the ground wire has to be green or green with one or more yellow stripes for equipment grounding. In Mike Holt's illustrated guide it states "The NEC neither requires nor prohibits the use of the color green for the identification of grounding electrode conductors". I'm confused by that statement. Can someone please clarify for me? Thanks.

250.119 is refering to equipment grounding conductors.

Grounding electrode conductors do not have the requirement you mentioned.

The two are not the same thing. They both are grounding conductors but do not serve the same purpose.
