in a 120 grounded circuit touching the bare neutral should create a parallel path for neutral current to earth and gives a shoch is that right?

It creates a parallel path, current does flow through your body, because your bodies resistance is much higher than the conductor, it is such a low current you don't even feel it. This of course assumes you are also contacting something grounded with another part of your body. If you are truly insulated then no current flows.
