Grounded B Panel

I have worked on some grounded B panels in the past but I have never seen this setup and I was curious if it was legal. At the distribution cabinet the grounded leg is landed on a 3 pole main with the other two legs. The breakers for the feeders out of this panel are obviously also 3 pole breakers that have the grounded leg go through them. Then at the panels where these feeders terminate they are 3 phase panels main lug and the grounded leg is tied onto the "B" phase. All of the other setups I have seen in the past have the grounded leg land on a separate buss bar and 2 Pole breakers for the other two legs. Is this setup I ran into legal? I'm only wondering because our job is to replace the feeders to panels and it doesn't seem right from what I've done in the past.

It is permitted by 240.22 as long as the ungrounded conductors are switched with the grounded conductor

Thank you, I guess thinking about it there isn't anything wrong with it electrically because they do at switch together but it was just something I haven't ran into before.
