Is There Any Problem To Connect The #6 From
The Ground Rod To The Meter Pan
And The Water Ground To The Panel

Always check with the poco first. Around here all 3 poco's do not want the grounding electrode conductor terminated within the metering enclosure.

I forgot to mention that the municipal power departments require a GEC in the meter when on a pole or pedestal not mounted on a building. This of course serves to continually confuse electricians.

WHY? sounds like fun, not that confusing though except the first time doing it.... ;)

Definitely check with the POCO. Down here, the GEC is not allowed to attach to the meter can.
That is too bad, the meter fitting is the best place for it to be attached if it is a service lateral and at the service head is the best place if it is a service drop. As is obvious, we permit the attachment in the meter fitting but will not permit the passage through the meter fitting (violation of 310.4). :)
