Grounded conductor being broken

While I was reading on the 25 tap rule I noticed in 2023 handbook exhibit 240.7 it shows the secondary side of the transformer breaking the grounded conductor is this legal?

If it's being switched with the ungrounded conductors there's no problem

I don't see how that shows a breaker in the grounded conductor. It is a single line diagram so it's quite schematic. It assumes you would know that where it shows the secondary being grounded you are only grounding the neutral and that where it shows a breaker it would only open the ungrounded conductors.

I agree with Jagged, it just a rather poor single line graphic which makes it confusing but not incorrect.
