As defined in the code, a grounded conductor is a system or circuit conductor that is
intentionally grounded. This conductor needs to be identified with white or gray coloring.

A secondary circuit of an instrument transformer is usually grounded, is this a grounded conductor and required to be white or gray colored? Any help would be appreciated.

The short answer is "yes", IMO. The key may lie in Art 200.7(B) and the referenced 250.20(A) which allows some circuits less than 50v to be ungrounded.
