Grounded or Bonded

We have a house with a 200 amp service. The electrician has a #4 copper wire going to a ground rod from the bus inside the panel. He also has a #4 copper attached to the rebar inside the footing and it also goes back to the bus inside the panel. The ground rods are about 20' apart. Are they considered effectively bonded at the bus. Our local utility won't allow the ground inside the meter base? Does the code allow seperate grounds bonded together at the bus bar.
 
Yes, and you could throw away the ground rods since they are not necessary if you have a connection to a CEE.
 
You make it sound as though the ground rods are going to a different place, or a different bus inside the service disconnect. Are they not landed on the neutral bar?
