grounded service condutor question

Have an old commercial building with a 200 amp 120/240/ single phase service. Had to replace the riser and meter base due to damage. service conductors nippled thru the wall to a huge ancient 200 amp fused disconnect 3 times the size of todays units. Anyhow the nuetral passes thru the disconnect thru another nipple to the panel right next to the disconnect. It is not terminated in the disconnect but rather is terminated on the neutral bus in the panel which is then bonded to the panel. Will I have to break that neutral as it passes thru and terminate it at the disconnect and then hit the panel and isolate the neutral bus as a sub or just leave it as is? The disconnected is marked suitable for use as service equipment but has no provision at this time for landing a neutral.

The main bonding jumper is required to be installed at the service disconnecting means and is not permitted to be installed at a downstream panelboard.

They must have just ran it thru way back when because the disco is like butting up to the panel. however no main breaker in the panel. guess I will just change it to todays code and be done with it.
