Groundin of Transformers

I am currently on a job where the general foreman has turned power on to approximately 5-6 large 480 to 120 volt transformers. For whatever reason he doesn't mind that the transformers aren't grounded to building steel. The "journeyman" that has been working on this project also has been bonding the neutral and ground at all distribution panels. There is a mechanical ground that is in the conduit and that is what they are using to derive their neutral. I have called him out on this subject and didn't get a very pleasant response. What I'am asking for is help finding the correct terminology on why this is an incorrect unsafe installation. Thanks.

You have looked at 250.30? Is there some part of that you need clarification on?
