grounding a lightning rod

I have thought that the ground terminal provided for a lightning rod should be separate from the grounding system provided for the building wiring. I found a building here where the two are bonded together. Where can I find a rule that would apply to clarify this? I am not installing a lightning rod system but have been asked to comment on an existing installation.
 
i think once you get into the volts of lighting, its better to keep that separated from everything else. how you achieve that requires some science & math.

Doesn't matter, lightning protection systems are required to be connected to the NEC electrodes, this can be found in NFPA 780 chapter 4.
